New EPL Rules Promise More Playing Time, Robust Refereeing

August 10, (THEWILL) – The English Premier League is implementing several rule changes for the 2022/2023 season that aim to increase active playing time during matches and result in other changes to gameplay.

The most significant adjustment is that referees will now be required to add on all time lost due to stoppages and delays. THEWILL recalls that this policy was first tested at the 2022 World Cup, where the average match time reached 100 minutes. In the recent FA Community Shield match under the new guidelines, play lasted almost 106 minutes.

The authorities are also cracking down on time-wasting tactics, especially by goalkeepers. Referees have been instructed to take a “more robust approach” in penalising clear delays on restarts. Goalkeepers will face stricter enforcement on touching posts or nets before penalties. Last season, goal kicks in the EPL averaged over 7 minutes of delays per match.

Additionally, the threshold for yellow cards given for dissent towards officials will be lowered. Managers’ and staff behaviour in the technical area will also be more closely monitored. These measures aim to increase respect between players, coaches and referees. Fouls leading to free kicks are expected to decrease under the guidance of referees to let play flow better. Marginal contact on 50/50 challenges should see fewer whistles. The average fouls per match could dip below 20 for the first time.

More lenient officiating aims to reduce stoppages and keep the ball in play longer. However, players have voiced concerns about the increased physical demands from more active time. THEWILL reported on a reaction to these changes from Manchester United defender, Raphael Varane. But, fans are most likely to welcome the changes as added value for the high cost of attending and viewing matches. The new rules promise more minutes of action, but the debate over finding the right balance for players will continue.
