September 08, (THEWILL) — The Independent National Electoral Commission (INEC) has unveiled a groundbreaking real-time election readiness tracker designed to monitor preparations for the 2027 general election across Nigeria’s 36 states and the Federal Capital Territory, in what the Commission describes as a major shift from reactive election management to proactive operational oversight.
The initiative was announced on Monday by the Chairman of INEC, Prof. Joash Amupitan, during the opening of a two-day Strategic Operational Workshop for Administrative Secretaries at the Marriott Hotel in Ikeja, Lagos.
Amupitan said the Commission would deploy a standardised Administrative Secretary Master Operational Tracker, an Excel-based digital template that will be linked directly to INEC’s Election Monitoring and Support Centre (EMSC) dashboard and the Commission’s Election Project Plan (EPP).
According to him, the innovation fills a long-standing institutional gap, noting that INEC has historically operated without a uniform system for monitoring the operational responsibilities of Administrative Secretaries in every state.
The tracker, he explained, will provide Resident Electoral Commissioners, Supervising National Commissioners, the Secretary to the Commission, and headquarters with instant access to updates on the distribution of sensitive and non-sensitive election materials, training of ad hoc staff and the overall readiness of every state office.
“Once deployed, the tracker will give Resident Electoral Commissioners, Supervising National Commissioners, the Secretary to the Commission and Headquarters instant visibility into material distribution, ad hoc staff training and state-level readiness”, Amupitan stated.
He added that the system would replace “reactive panic with proactive management”, allowing the Commission to identify operational challenges early and respond before they escalate.
Amupitan said the tracker is not a one-off solution for the 2027 elections but is intended to become a permanent operational blueprint for future Administrative Secretaries and election cycles.
The INEC chairman also linked the initiative to the Commission’s broader electoral reforms, especially efforts to maintain a credible voter register and ensure seamless Permanent Voter Card (PVC) collection as the number of registered voters approaches the 100 million mark.
He identified Continuous Voter Registration (CVR) as one of five major operational pillars being reviewed during the workshop. The others include logistics and material management, electoral technology, optimisation of ad hoc election personnel and financial compliance.
Amupitan said INEC’s preparations are being guided by lessons learnt from recent off-cycle governorship elections, particularly the Osun election, where efficient logistics coordination and functional electoral technology contributed to a transparent electoral process.
He noted that with about six months left before the 2027 general election, the Commission is focused on replicating those operational standards nationwide.
Earlier, the Resident Electoral Commissioner for Lagos State, Prof. Ayobami Salami, described the workshop as timely and strategic, saying it comes at a critical stage of INEC’s preparations for the next general election.
Salami commended the European Union, through the European Union Support to Democratic Governance in Nigeria (EU-SDGN) programme implemented by Development Alternatives Incorporated (DAI), for supporting the workshop and the Commission’s electoral capacity-building efforts.
Also speaking, the Secretary to the Commission, Mrs Rose Oriaran-Anthony, said the workshop would ensure that INEC headquarters and all state offices work from a single Election Project Plan while equipping Administrative Secretaries with updated knowledge of new policies, technology and administrative procedures ahead of the 2027 polls.
