The closely contested election centred on the cost of living, homeowners’ insurance, housing affordability and the direction of state and national policies, with Jolly seeking to end more than three decades of Democratic defeats in gubernatorial elections.
November 4, (THEWILL) – Republican Congressman, Byron Donalds, has defeated Democratic candidate, David Jolly, in Florida’s gubernatorial election, making history as the first Black governor of the southeastern state and the first Black Republican elected governor in the country.
Donalds, a political ally of President Donald Trump, secured victory in Tuesday’s election, November 3, defeating Jolly in a closely watched contest that tested the Republican Party’s continued dominance in Florida.
The unofficial statewide results showed Donalds and his running mate, Bryan Avila, polling 4,131,777 votes, representing 50.02 percent of the total, while Jolly and his running mate, Gwen Graham, secured 4,023,425 votes, representing 48.71 percent.
The figures gave Donalds a lead of 108,352 votes, with the remaining votes shared among third-party and independent candidates.
The outcome represents a significant milestone in Florida’s political history, as Donalds becomes the first Black person to win an election as governor of the state. He is also the first Black Republican elected governor in American history.
His victory will see him succeed DeSantis, who is constitutionally barred from seeking a third consecutive term after serving two terms in office.
Donalds’ emergence as governor-elect also marks a major political victory for Trump, who endorsed him during the Republican nomination contest and subsequently campaigned for him.
The president’s early endorsement helped Donalds consolidate support among Republican voters in a crowded primary field, although his relationship with DeSantis was initially strained.
According to Axios, Trump’s backing was instrumental in Donalds’ emergence as the Republican standard-bearer, while DeSantis withheld his endorsement until after the congressman had secured the party’s nomination.
Jolly, a former Republican congressman who later left the party and became a Democrat, had sought to exploit economic concerns and dissatisfaction with government policies to attract independent voters and disaffected Republicans.
His campaign focused on the rising cost of living, housing affordability, property insurance premiums and the impact of state policies on ordinary residents.
The cost of homeowners’ insurance was a particularly important issue in the contest, as Florida residents continue to contend with high insurance premiums and the financial risks associated with hurricanes and other extreme weather events.
Jolly also questioned aspects of Donalds’ economic and policy agenda, seeking to portray the Republican candidate as too closely aligned with Trump and the conservative political establishment.

Donalds, on his part, campaigned on promises to reduce taxes, tackle housing and insurance costs, protect school choice, support law enforcement and maintain Florida’s conservative policy direction. He also pledged to pursue reforms in the property insurance sector, improve housing affordability and ensure that the expansion of artificial intelligence infrastructure and data centres would not impose additional electricity costs on residents.
In his campaign speeches, Donalds repeatedly framed his policy agenda around what he described as preserving and advancing the Florida Dream.
His campaign also drew attention to his personal background and political journey, presenting his election as evidence of the opportunities available to Americans.
Donalds, 47, represents Florida’s 19th Congressional District in the United States House of Representatives. He was first elected to Congress in 2020 and became one of the prominent Black conservatives in the Republican Party. Before his election to Congress, he served in the Florida House of Representatives, where he built a reputation as a conservative legislator.
Jolly represented Florida’s 13th Congressional District in the US House of Representatives from 2014 to 2017 as a Republican before leaving the party. His transition to the Democratic Party and subsequent emergence as its gubernatorial candidate placed him at the centre of an election that highlighted the changing political alignments in Florida.
With the result, Donalds is expected to assume office in January 2027, succeeding DeSantis after eight years of Republican leadership under the outgoing governor.
