September 02, (THEWILL) — The Code of Conduct Bureau (CCB) has demanded an updated staff nominal roll from the Office of the Accountant-General of the Federation (OAGF) as part of preparations for a fresh assets and liabilities declaration exercise involving relevant personnel of the Federal treasury office.
The demand has triggered an urgent internal directive by the OAGF, requiring its directors, heads of units, zonal coordinators and heads of Federal Pay Offices to submit current personnel records for consolidation and onward transmission.
Director of Administration, OAGF, A.T. Mohammed, announced the development in a circular, dated August 28, 2026.
Referenced TRO.131/T, the circular as addressed to Directors at the OAGF Treasury House and Federal Treasury Academy, Orozo, as well as Heads of Units, Zonal Coordinators and Heads of Federal Pay Offices.
The directive followed a request from the CCB contained in a separate circular dated August 26, 2026.
According to the OAGF, the CCB, through Circular Ref. CCB/HQ/A&LAD/OAGF/108/G/III/348, requested the updated staff nominal roll specifically to facilitate its assets and liabilities declaration exercise.
“I am directed to inform you that the Code of Conduct Bureau (CCB), vide Circular Ref.: CCB/HQ/A&LAD/OAGF/108/G/III/348 dated 26th August, 2026, has requested the submission of an updated Staff Nominal Roll to facilitate the Assets and Liabilities Declaration exercise,” Mohammed stated in the circular.
OAGF Orders Urgent Compilation
Following the CCB request, the OAGF instructed the affected offices to immediately compile their personnel records and forward the returns to the office of the Director of Administration.
The deadline for submission was fixed for Tuesday, September 2, 2026, giving the affected offices only a few days to reconcile their records, complete the prescribed template and transmit the information.
The OAGF directed that the returns must be submitted in both physical and electronic formats.
“Hard copy to the office of the undersigned; and (b) Soft copy (in Excel format) via email to: [email protected],” the circular stated.
The administration also disclosed that a template had been attached to guide the preparation of the returns.
“The required template for the submission is as attached. All returns should be forwarded to the office of the Director (Administration) on or before Tuesday, 2nd September, 2026,” it directed.
Emphasising the urgency of the exercise, the OAGF warned the affected officials to ensure compliance.
“Please, treat as urgent and ensure strict compliance,” the circular stated.
No Allegation Against OAGF Workers
The latest development has heightened scrutiny around personnel within the Office of the Accountant-General of the Federation, an institution at the heart of Nigeria’s public financial management system.
However, the CCB request and the subsequent OAGF circular do not state that OAGF workers are under investigation for fraud, corruption or any other wrongdoing.
Neither does the circular identify particular officials as subjects of an investigation.
Rather, the document expressly links the request for the updated staff nominal roll to the facilitation of the assets and liabilities declaration exercise.
