October 29, (THEWILL) – Russian President, Vladimir Putin, publicly lauded SpaceX Chief Executive Officer, Elon Musk, as a “real genius” on 28 October 2026, revealing that Moscow maintains direct communication with American partners to coordinate low-Earth orbit satellite infrastructure.

Speaking alongside Digital Development Minister, Maksut Shadayev, at the Russia-Africa Summit in Moscow, Putin outlined Russia’s domestic satellite internet project, Rassvet, while acknowledging SpaceX’s overwhelming market lead.

“He’s a genius, a real genius”, Putin stated during the summit proceedings, according to official translations.

“We are in close contact with our American partners, including Mr Musk… because in orbit, it’s very important not to interfere with one another and observe a certain discipline and order. We and our American partners value this mutually, and despite all the political questions, we are working hard.”

Orbital Disparity And Geopolitical Strains

Russia’s domestic initiative, developed by private aerospace firm Bureau 1440, serves as Moscow’s low-Earth orbit alternative to Starlink.

However, severe technical disparities define the two systems. While SpaceX maintains an active constellation exceeding 13,000 satellites, tracking networks indicate that Bureau 1440 has deployed only a few dozen test units for its initial Rassvet framework.

The Russian Embassy in South Africa framed Rassvet as Moscow’s entry point into modern commercial satellite communications, confirming that technical dialogues remain active despite diplomatic ruptures over Ukraine.

The orbital coordination coincides with strategic developments on the ground, where Ukrainian forces recently encountered service disruptions across Starlink terminal networks—outages that Musk acknowledged stemmed from intentional management controls enforced by SpaceX.
