World Aquatics Adamant On Restrictions For Russian, Belarusian Swimmers

February 17, (THEWILL) – The global swimming governing body, World Aquatics (WA), is sticking to its decision to allow Russian and Belarusian swimmers to compete internationally only under strict neutrality criteria. This is despite the possibility that some of the world’s top talent from those countries may boycott the 2024 Paris Olympics in protest.

WA approved the return of Russian and Belarusian participants in September 2023, following a ban after Russia invaded Ukraine. However, they can only take part as neutrals, are excluded from relay events, and must adhere to rules like not voicing support for the conflict. Anti-doping requirements are also stricter.

Russia decried the protocols as discriminatory. Consequently, no Russian swimmer entered the ongoing World Championships in Doha. WA Executive Director Brent Nowicki defended the policy, saying it reflects community views and that meeting the criteria is “up to them”.

Several elite Russian swimmers like men’s 50m backstroke world record holder Kliment Kolesnikov potentially could have contended for medals in Doha. Only four Belarusians have competed neutrally. The absence of top Russians has weakened the event, already impacted by its uncommon February timing just before Paris.

While the International Olympic Committee has approved neutral Russian and Belarusian participation in Paris, swimming remains an exception in retaining restrictions. Most sports have welcomed them back fully. Russia offered no comment on whether it would send swimmers to Paris under WA’s rules.

Nowicki did not exclude possible changes to the protocols if backed by stakeholders involved. However, he emphasised a need to balance competition integrity against having the world’s fastest swimmers present.
