November 06, (THEWILL) – The Nigeria Police Force has sought the intervention of the Police Service Commission (PSC) to address persistent career progression challenges within its ranks, particularly among officers in the Inspectorate cadre, as part of efforts to streamline personnel administration and improve promotion opportunities.
A statement issued on Friday by Torty Njoku Kalu, Head of Protocol and Public Relations at the Police Service Commission Headquarters, Abuja, said the Inspector-General of Police (IGP), Olatunji Disu, made the appeal during a courtesy visit to the PSC Corporate Headquarters in Abuja on Friday, where he called for closer institutional cooperation on the review of the Force’s Scheme of Service and other personnel-related matters.
Disu, who was accompanied by members of the Police Management Team, highlighted the need to address structural challenges affecting officers’ advancement, stressing the importance of a balanced rank structure and a transparent personnel management system.
The visit provided an opportunity for both institutions to discuss ways of resolving existing administrative bottlenecks, strengthening career development and ensuring that recruitment and promotion processes reflect merit, competence and established service requirements.
Responding, the PSC Chairman, Deputy Inspector-General of Police (rtd), Hashimu Salihu Argungu, assured the IGP of the Commission’s readiness to work with the Force to address the issues raised.
Argungu described the visit as timely, emphasising that mutual understanding and respect for the respective statutory responsibilities of both institutions were necessary to strengthen their relationship and support the Nigeria Police Force in discharging its security mandate.
He said the Commission was willing to collaborate with the Force on the review of the Scheme of Service and other issues affecting personnel development.
The PSC chairman also underscored the importance of merit, competence and performance in recruitment and promotion, alongside continuous capacity development to prepare police officers for the demands of modern policing.
Disu Raises Inspectorate Cadre Challenges
Earlier, Disu expressed appreciation to the Commission for recognising the service and sacrifices of police personnel, reaffirming the Force’s commitment to constructive engagement with the statutory oversight body.
He called for closer collaboration in addressing personnel management issues, while acknowledging the distinct responsibilities of the PSC and the Nigeria Police Force.
The IGP particularly drew attention to challenges affecting career progression within the Inspectorate cadre, seeking joint action to address the difficulties and ensure a more balanced rank structure.
He also stressed the need for sustained engagement on the review of the Scheme of Service, noting that personnel administration should promote fairness, transparency and merit.

Argungu assured the IGP that the concerns presented by the police leadership would receive the Commission’s attention.
He reiterated the PSC’s willingness to support reforms aimed at strengthening personnel administration, improving professional standards and ensuring that officers are given opportunities to advance based on competence, performance and established criteria.
The Commission also emphasised the importance of developing the capacity of police personnel to meet the evolving demands of law enforcement and contemporary security challenges.
Background To PSC’s Personnel Oversight Role
The Police Service Commission is constitutionally responsible for the appointment of persons to offices in the Nigeria Police Force, other than the office of the Inspector-General of Police, and exercises disciplinary control over members of the Force, except the IGP.
Its responsibilities include recruitment, promotion and disciplinary matters, while the Nigeria Police Force handles the operational administration and deployment of its personnel.
The relationship between the two institutions is therefore central to the management of police personnel, particularly in matters requiring coordination between operational needs and statutory oversight.
The Inspectorate cadre occupies an important position in the police rank structure, comprising officers whose career advancement and promotion pathways form part of the broader personnel management framework of the Force.
The review of the Scheme of Service is expected to provide an opportunity to examine existing personnel arrangements, including career progression, promotion requirements and the structure of ranks within the Force.
Both the PSC and the Nigeria Police Force reaffirmed their commitment to sustained collaboration, with the stated objective of promoting professionalism, strengthening personnel administration and enhancing service delivery.
