November 06, (THEWILL) – Ex-militant leaders and stakeholders from the Niger Delta region have accused the Interim Administrator of the Presidential Amnesty Programme (PAP), Major General Barry Tariye Ndiomu (rtd.), of a planned jamboree sale of thousands of empowerment items meant for beneficiaries of the program and properties belonging to the Presidential Amnesty Office, under the guise of approval from the National Security Adviser (NSA), Maj. Gen. Mohammed Babagana Monguno (rtd.).
According to the Ex-militant leaders, the Interim Administrator of the Presidential Amnesty Programme (PAP), Major General Barry Tariye Ndiomu (rtd.), has allegedly concluded plans to sell thousands of Empowerment items, branded Amnesty office utility vehicles, saloon cars, electrical power generators, computers, and a host of other items, under the guise of disposing properties of the office in view of its termination.
In a statement, via electronic mail, and signed by former ex-militant leader, General Boma Inewariku (AKA Atangba-One), the alleged sales is expected to commence on Monday, 7th of November, 2022 and expected to be sold at an extremely cheap and disposable rates, The ex-militant leaders warned that the sales of these properties are illegal, criminal and against the provisions of the procurement laws. These items were recently procured by previous administrations and many of thousands of these items have not been used.
“These items were procured with billions of naira, and it is the properties of the thousands of beneficiaries of the Presidential Amnesty Programme. We are shocked and angered by the fact that the Interim Administrator of the Presidential Amnesty Programme (PAP), Major General Barry Tariye Ndiomu (rtd.), will brandish the name of the NSA, Mohammed Babagana Monguno, in order to share these properties with his cronies, friends and staff at the Amnesty office.
“We want to also tell those staff who are plotting to buy these properties cheaply to beware because these sales are not sanctioned, and it is illegal. We urge all ex-militants and beneficiaries of the Amnesty programme to be on the lookout for such properties “stolen” under the guise of the Ndiomu-led sales jamboree to secure such properties because it is theirs as a right.”
The ex-militant leaders recalled that it was, in the same manner, the deceased Interim Administrator, Prof. Charles Quaker Dokubo, allegedly plotted with some contractors to supply and loot equipment worth over N60 billion from the Presidential Amnesty Training Centre located in Boro-Town, in Kaiama Community, in Bayelsa state.
“We are yet to recover from such fraud. We will resist these illegal sales and call on the relevant anti-corruption agencies to beam their searchlight on Major General Barry Tariye Ndiomu (rtd.) and his staff at the Presidential Amnesty office.
“With the numerous allegations of wrongdoings and alleged fraud against the Interim Administrator, we are calling on the National Security Adviser (NSA), Maj. Gen. Mohammed Babagana Monguno (rtd.), to take a critical look at the action at the Amnesty Office, and to halt the planned theft and jamboree sales of the Property of the Amnesty beneficiaries. We ask that the NSA urgently suspend the Interim Administrator for an investigation to commence, and in his place, to temporarily take charge of the affairs of the Amnesty office, because the Interim Administrator cannot be at the helm of affairs, while these issues of grave fraudulent allegations are hanging on his neck.”
