October 09, (THEWILL) – The National Coalition for Strategic Governance (NCSG) has raised an alarm over the alleged smear campaign against one of the foremost former militant leaders from the Niger Delta region, Chief Ebikabowei Victor-Ben, also known as, General Boyloaf, over his role in stopping the planned October 1, 2010, bombing and plot to assassinate the then President, Dr Goodluck Ebele Jonathan, GCFR.

According to the group, those involved in the alleged smear campaign have purportedly released to the public, through social media, copies of highly classified documents in the possession of the Department of State Services (DSS) and the Presidential Amnesty Office.

The group, in a press statement issued on Tuesday, in Abuja and made available to newsmen in Yenagoa, by its Publicity Secretary, Comrade Kolawole Mustafa, stated that the leaked classified documents include written statements from inside the DSS headquarters, on how the foremost Niger Delta leader and patriot, Chief Ebikabowei Victor-Ben, also known as, General Boyloaf, single-handedly worked with high-ranking DSS officials and provided enormous intelligence that drastically reduced the impact of the October 1, 2010, assassination attempt on then President Goodluck Ebele Jonathan, GCFR, including members of the Federal Executive Council (FEC) and several foreign presidents and dignitaries seated at the Eagle Square in Abuja, FCT.

In the press statement, the group, while attesting to the sterling qualities of 99% of officials working at the offices of the NSA and the DSS over their roles in securing the nation, alleged that preliminary investigations into the clandestine leakage of the classified documents were traced to the Presidential Amnesty Office.

According to the group, “The highly classified documents were posted on the Facebook page of ‘Meinbutus Voices.’ It was alleged that Mr Denis Otuaro, the Amnesty boss, severally visited ‘Meinbutus Voices,’ where they took group pictures and posted them on their Facebook page.

“All of a sudden, these highly classified documents, which were in possession of the state, suddenly started circulating on the Facebook page of ‘Meinbutus Voices,’ meant to incite uninformed citizens against General Boyloaf and to label him as an informant for working with the security agents to save the life of his brother, kinsman and then-President Goodluck Jonathan.

“In order to preserve the integrity of these professional security agencies, we are calling on the NSA, Mallam Nuhu Ribadu, and the Director General of the DSS, Mr Adeola Oluwatosin Ajayi, to urgently recommend the immediate suspension of the Administrator of the Presidential Amnesty Programme, Mr Denis Otuaro, and to immediately arrest and prosecute members of Meinbutus Voices in the Niger Delta region for their illegal release of classified documents on their Facebook page.

“It is particularly important to note that the documents in question surfaced on the Facebook profile of Meinbutus Voices, with their group picture with the Amnesty Boss Mr Denis Otuaro and Mr Henry Okah, who was convicted of terrorism and these pictures were prominently featured and displayed on their Facebook cover page.

“We must ask if Dennis Otuaro and his gang were sympathisers or financiers of Henry Okah’s gang as of 2010, or whether they were unsatisfied that Henry Okah and his gang, failed in their mission to assassinate the former President of Nigeria from the Niger Delta region and his cabinet members?

“In addition to these classified documents being leaked, a confidential report written by Otuaro’s predecessor, Hon. Kingsley Kuku, that was addressed to the DSS DG since 2012, which has only been in the custody of the Amnesty Office and the DSS, was among the documents leaked to the public.

“This breach and failure did not only compromise the integrity of the DSS, but also exposed our national security, which is why we need urgent answers on why someone who is serving as the current Amnesty Boss will allegedly leak classified documents.

“The Kingsley Kuku’s report to the DSS was inside the Amnesty Office, while the attempted assassination of President Jonathan’s statement, which was handwritten by General Boyloaf and kept hidden inside the DSS headquarters, has always and only been in the DSS headquarters, were leaked on Facebook.

“Most surprisingly, both secret documents were leaked at the same time on the ‘Meinbutus Voices’ Facebook page shortly after a meeting with Mr. Denis Otuaro, the Amnesty Boss. How were these classified documents leaked to the public? Did they pay someone inside the DSS headquarters to give them these documents?

“We have also petitioned the South African government, the United States Director of the Federal Bureau of Investigation (FBI), the British government, and several countries around the world to launch investigations into alleged terrorism financing and international money laundering involving these individuals and Henry Okah’s gang in their failed assassination plot against their country’s Presidents and diplomats present at the Eagle Square on October 1, 2010.

“May we remind the world that the information that General Boyloaf provided to high-ranking DSS agents enabled them to stop all vehicles from going into Eagle Square. This move possibly saved the lives of hundreds of people, including the life of then President Goodluck Ebele Jonathan, GCFR.”
